China issues first batch treatment of waste electrical and electronic products catalog
Beijing September 15, China National Development and Reform Commission, Ministry of Environmental Protection and the Ministry of Industry and Information Technology jointly announced the 15 “treatment of waste electrical and electronic products catalog (the first)”, determined from January 1 next year onwards, TV sets, refrigerators, washing machines, room air conditioners and five micro-computer recycling products must strictly abide by relevant laws and regulations, to respond to major home appliances into the retirement peak of the environment on human health and the challenges.
Relevant departments of China Development and Reform Commission said that the main consideration of these products to determine community to maintain a large amount of waste volume, serious pollution of the environment, endanger human health, recovery costs are high, treatment is difficult and other factors. According to January 1 next year, implementation of the “recycling of waste electrical and electronic products Management Regulations”, recycling and disposal included in the catalogs of waste electrical and electronic products need to comply with the relevant provisions of qualification authorization and implementation of recovery and centralized multi-channel processing system, the producer identification system, asset verification system, information submitted to the system.
“Regulations” provides that “the state deal with the implementation of waste electrical and electronic products, licensing qualification system”; “countries deal with waste electrical and electronic products, funds for recycling waste electrical and electronic products, the cost of subsidies. Electrical and electronic equipment producers, imports electrical and electronic equipment products, the consignee or its agent shall perform in accordance with regulations dealing with waste electrical and electronic products, the payment obligations of the Fund. ”
Currently, the Ministry of Finance is working with the Ministry of Environmental Protection, the National Development and Reform Commission and other departments to actively fund management approach, considering the interests of all parties will be based on the collection and subsidies to develop specific standards and to effectively mobilize the enthusiasm of the subsidy treatment enterprises way. Development and Reform Commission said that waste electrical and electronic products, a large number of non-ferrous metal deposits, rare metals, plastics, and other resources, regulate the dismantling and recycling, not only can effectively reduce environmental pollution, will also help reduce the exploitation and consumption of native to ease the bottleneck of China’s economic development resources, safeguard human health.
